I have had similar problems with Nasdaq. Apparently under their rules unless it is bid above your offer price you are not entitled to an excecution. If the bid was only 10 the specialist can sell from his inventory at a higher price without filling you. I think it should be illegal but that's what my broker told me. He also suggested if i was still unhappy to file a complaint with NASDAQ.

Vaughn,

Did you put in an order for "all or none", if so your 2000
shares may not have met the buyers requirement if he had an
order to buy more or less shares at the transaction price.
Your quanitity (and its' limit order)simply may not have matched
the buyers order.

NASDAQ market is a dealer market. They buy from you and sell to others, thus, unless you hit the bid, you may not get executed, even though you may see other sells at higher prices. This may be because the dealer already has inventory and they are selling it, but not buying from you at the higher price you want. These bastards are not even forced to show your offer on the automatic system in most cases. This is not a fair market for the small investor, but possibly it will chance in a while thanks to the SEC.
