What's your source? Personal experience with CPQ's Presario line? Or hearsay?

Please identify specifically the second tier components you are referring to.

Right Stockman, those Pentium IIs, Micron RAM chips and Quantum hard-drives are being squeezed out of 2nd Tier manufacturers! <G>
SO what components are you talking about? The video? The sound or modem? The motherboard?

Then again there's DELL...some models don't even have a left over ISA slot and the sound card is a daughter card on the Mobo. They won't tell you where they get their low end video cards.
Of course, you can build your own system with all top name components if you want. That's what I do but not many people can or want to do that. Selling retail is a whole different ball game.
One of the better boxes, belive it or not, is the CTX, fast Maxtor Diamondmax HDs and Matrox Mystigue video cards. They can really throw in the monitor cheap because they make them. They have moved into 4th place of computers sold in retail outlets.
If you want to seel low end components look at the HP...
