Gary, Thanks for your response. FYI, I think the rules have changed for NASDAQ stocks if I read the attached correctly. Unfortunately for me, the stock in question is not NASDAQ but OTC.

Beyond the specific buyer and seller getting scr__ed, another thing that concerns me about this is that it effectively changes the market value of the subject equity. Is there any limit to what a market maker can sell at if they have enough in their inventory to cover an at market price buy order? No reponse necessary, I'm having a conversation with myself!
