There are laws against an analyst or fund manager taking actions which are diametrically opposite of the guidance which he is giving verbally to the public. There have been investigations, and in some cases actions, taken against individuals who have violated this. For criminal prosecution, however, or even serious civil penalties, there would probably have to be a "smoking gun".

Dale, Brinker said Intel is a trading stock. That's what he is doing. So he covered his you know what. He tells you when he goes in and he tells you when he gets out. No law against that. He did not exaxtly hype it.
And as far as the rest of the analysts are concerned: Listeners beware.
