I believe the Chinese trying to sneak in are Chinese citizens working for Chinese companies in South and Central America and the Caribbean, that are soon to repatriate back to China and they take their savings and buy a "ticket" to the US.

Why I think that?

Back in the lat 70s and early 80s, Brazilian construction companies went to Iraq to build infrastructure for Saddam Hussein regime, then, flush with petrodollars.

The construction workers got to know the US as they had money to return to Brazil via the US. Once the projects dwindled mid-80s, while Brazil's economy was on the dumps, they sneaked into the US.
