The "financing" is for debt reduction. Maybe HVSF owes money to Waite and See for services to the company (salaries, consultants,...) and there is not cash money back to the company, just paper shuffle, nice trick it worked now I will get out with a smaller loss.

Is the company going to have cash in hand from this? I doubt it.

If they sell, then it is more cash for them, less "debt" for the company, and a new bunch of investors provinding the real money.
Plus a huge dilution.

Zonagen is not approved in Mexico. They conducted one clinical trial there. And probably some of that data could not be used for the NDA to the FDA.
