The point of all my posts is that whether the stumble was due to trainee, trainer, procedures, processes, etc corporate culture often takes longer to overcome than you'd think.
Things chug along until pressure is applied and then flaws are revealed.
I don't blame new management at all, seeing it as a result of 25 years of mom and pop, 25 years of muddling along and suddenly the corporate culture was poured into the crucible and not as much gold as expected poured out.

I see the FDA more like referees on the road in a pre-conference game. You play the game and don't let the refs beat you. If you execute your game plan, make your shots, play disciplined defense, the refs are not in charge of whether you win or lose.... even if they suck, or are the brother in law of the other coach, or whatever.
Win the game by not putting it in the hands of the refs in the last minutes of play.
You can't control them, you can control how you play and that mitigates what effects they can have.
