There's more to it than that. Not all capital flows are 'permanent' investment.

Sorry to say, when I invest in the stocks of Brazilian banks and commodity firms, I'm there for the good times, not the downturn.

When Ford or ConAgra invests in Brazil, they're in for the long term unless they get treated badly.

When the price of Petrobras surges, one of the only Brazilian stocks global investors have heard of, that's a huge inflow of "good time money".
