No, I'm not saying that at all.

An early beta would move stuff that was pointed to in CONFIG.SYS, potentially making the system unbootable except in safe mode. The current version, to my knowledge, doesn't have that problem.

I expect that the \WINDOWS directory is excluded specifically by name. If it were to be named something else (When I used Windoze 3.11, I put it in a directory named "\WINDOZE" and renamed WIN.COM to LOSE.COM) I'd guess it'd then be possible to have BD move files that would essentially remove the OS. Terribly unlikely scenario, though.
