Europe and the US exported a lot of our carbon to China.

It's called manufacturing. China has taken over a lot of manufacturing, allowing Europe and America to transition to service-based economies.

Seems like you can't reduce CO2 emissions without reducing manufacturing. California already discovered that, which is why manufacturers have already left the state, and the economy is now growing only thanks to high-tech and bio.
