You are right. So lowballing up front may have reduced inheritance taxes, but would lower his Depreciation Expense later. That would be a math calculation to figure out if it was worth it to do it that way or not. If he got a real estate appraiser to get him an estimate or got a third party like an audit firm to do it, then it would have been completely legal.
