I guess someone could sue, but I don't see the Courts saying, "No, universities don't have to permit Free Speech." Maybe in the 9th Circuit. Not the USSC. To not allow withholding of funds just means federal enforcement. Which will be even more fun.

Supreme Court hasn't said anything on this, but I think the Court of Appeals limited the scope of the injunction to California.
