Once again, you're confused. This is an entirely appropriate use of the EO. He could, for example, have regulations written which would come close to having the effect of law. But that is a long process. This allows him to interpret it for the remaining duration of his term, and with any luck, it will change behavior of these outrageous abuses by universities in NY and Cali. I'm not sure why you, a purported liberal, would oppose free speech. When I was a liberal it was one of the top issues for everyone. What went wrong with you people?
