Rat did, and it might even be doable. It's called the Republic of Awesome Deal, and it is limited to climate change. Ask Congressman Huffman, and he'll show you a copy. He took your place on the climate committee.

It's a simple plan; just pass a law saying, "Everybody do what California is doing. We'll give you as much help as we can. First state to beat Calif will be given $10B; 2nd state gets $5B. All federal property and vehicles will be carbon-free in 10 years. Manufacture and sales of new ICEs will be banned after '40 or '45."
