It is certainly true for nearly all large public enterprises and most large companies (public or private). They are accountable to their boards and shareholders and are legally obligated to discount other factors and to try to get away with as much as they can - we call it maximizing shareholder value. A shareholder can sue the company if they feel the management on purpose left money on the table. More likely some mutual fund owner or corporate raider will smear the management and run a public campaign against them. Carl Icahn is famous for that. He buys enough shares to ensure himself a seat on the board - then uses the info he gets to wage war unless they buy out his shares at a premium.

AOC is far more correct than people realize.
