That's the first safety valve. Most kids will just start doing their core first 2 years through AP classes and community college. That will help lower costs. But eventually, free community college will become a huge tax payer burden as well. I think the cost of college is going to go up exponentially when the government starts picking up the tab. I would bet my retirement on it. Tax payers will pay for it one way or another.
