Well, it was a contract, but that was when people only drew from it for 5 years. Now they are drawing from it 20 years or more. So the contract needs to be renegotiated, because it has become a Ponzi scheme. Agree with you about the military. It's time to stop policing the world. Trump is getting other countries to pay more, so that's a good start, but I would go further by simply bringing our troops home from many countries and not engaging in worthless wars in the Middle East.
