Who knows what he meant.

You do have a point though. It's a well known fact that NETA "cleans house" every year (I think it's around Spring ironically)...and the person usually finds out when they come in that morning. Of course, upper mgmt. doesn't view it that way. They view it as part of the reorganization that certain reqs. that people have been in are no longer part of the organization and new ones are created to better fulfill the new roles of the entire organization. So in a sense, the answer to your question is both.

This is not uniquely a NETA thing...it happens to many bigger companies. (That's why it's VERY important to always get an updated org chart and study it carefully.)
