Yes the adjustment needed was the time period as it relates to both parties; and I was talking about comparing Democratic legislation to Republican legislation.

You will find the Democrats were correct about 100% of the time!!; by historical standards as seen today.

The point is, the Republicans of the day were no better than the Democrats, and usually much worse e,g. the way they fought the new deal, so it is relative.
