I wonder how much Microsoft has to do with that. I mean, is it really even a Microsoft feature? 1. The board makers have to provide hardware that will do it. 2. The board makers have to create the drivers to do that. 3. They already did that (1 & 2). Yes, but the OS has to have support for making it so that there is one logical "display", so that for example, I can configure my two displays so that one is logically the left-hand side of the display and one is on the right, or one is on top of the other. That way, when I drag something past the edge of one screen, it will then show up on the other screen.
