Bait and switch? Not hardly. It isn't like the Constitution is set in stone. The Founders didn't envision that. In fact some, like Jefferson, thought we would periodically throw the old one out and come up with a new one. I doubt seriously that any of them thought the Constitution would be enshrined and remain unchanged. Why should only California do that? Why not Texas? I'll tell you why. Then Republicans would not have a prayer in the presidential election. It all comes down to power, doesn't it? One man, one vote indeed.
