I wonder how this gets challenged by the courts and eventually decided by the Supreme Court. Most articles I have read suggest this will be challenged in the courts. If this comes into play in 2020 and trump loses because of this, the court challenges will begin. If not decided quickly, Trump may just stay as President until there is a final ruling. Could take years. But, to stay on point, this bill has not been voted on the floor of the house because the Democrats really don't care about the issue. Like global warming/climate change, the Democrats are not serious about the issue, the just like to hear themselves blather about.
