The 1859 Carrington event melted telegraph wires off the poles:-!....A CME like that would blow up all transformers on poles and at transformer stations, burn out electronics in computers, control systems, vehicles etc. Just building replacement transformers and replacing them would take a decade.....If the gov't wants to make a long term infrastructure investment that would also provide more economic and national security, investing in and hardening the electric grid is a good start. Such investment can be both direct and indirect through various policies. Lets hope the gov't acts on the study recommendations.
