I believe this is an incorrect assumption on your part. IMO the Co. must apply for a permit, the SC DHEC conducts their review, and issues a permit. The present PERMIT only allows the processor to work at a maximum of 275gph. Gov't Bureaucracy at work. The original request for permit was based on the processor in design at that time. Since then there have been several improvements increasing the throughput. However, due to the arduous permit process GRNO continued to seek permit at the lower levels instead of stopping that process and starting it over again. I thought I remembered earlier posts that the co. lawyers were going to go forward with a request at the higher level. Haven't heard anything whether the request was filed or its status. Maybe someone else has asked this question and can enlighten us. However, I don't think Laws have to be changed.

Anybody else with a different understanding please clarify!!
