Oh.... I just noticed that in my last post I said "affect" instead of "effect," a result of heavy but careless editing (my post originally read "... didn't appreciably affect ..."). I'm very embarassed.

Can't help with any justifications for covering lower except that there aren't any fundamental reasons to cover.... I haven't seen this much hype since ZITL discovered the "silver bullet" for Y2K.
