Jobs have to be available, first. There are unfortunately lots of areas where there aren't enough jobs. And the few that are available tend to be low-paying service jobs. You just won't find high unemployment with readily available work.

Now personally, I think they would be better off if they would move to a place with appropriate jobs. But, at least in some areas, like coal country, people won't move even if there are incentives and help in relocation. They even reject retraining. They'd rather abuse their opiates and moan about the good old days.
