By modernizing, simplifying or streamlining regulations, the administration is creating “greater certainty” and empowering the public “to innovate and create cleaner and safer technologies,” Wheeler noted that from 1970 to 2017, conventional air pollution in the U.S. fell 73 percent, even as the economy grew more than 260 percent, Americans traveled more miles, and the U.S. used more energy.
