Yes, I know that is the case in some countries. For instance, we used to have a summer home on the south Jersey shore. There are a ton of visitors from Canada that visit there. I have heard stories from a lot of service personnel in Jersey that say they get down right shitty tips from Canadians.

They (the Canadians) have even said that in our country we pay our workers enough so that customers don't have to tip. That is wonderful up in Canada, but, when in Rome.......

Having been to Canada many times I know that the cost of a meal can be a lot higher there. So they are saving on the cost of their meal when they visit here, and they are in a country where tipped employees do get paid less as a rule so they should pony up IMO.
