The problem is that when you toss out the old systems, there is no guarantee that the people profiting from them will also profit from the new systems. And to the same degree. So it is worth it to spend the money necessary to make sure that things don't change.

I used to live in Galveston. In the 1800s, Galveston was one of the largest ports in the country. The wealthy families were fine with that. It was always too expensive to upgrade the port, expand its capabilities or anything to change the status quo. When Houston invested in the Ship Channel, they were complacent. Houston couldn't compete with the profitable cotton trade. And so on.

Long story short, Galveston is a town of about 60k that is totally reliant on tourism. The port every once in a while handles a cruise ship. Otherwise it is idle. And it is owned by the Port of Houston...
