It's embarrassing to read so much hearsay speculation. It should be fact based. Date - Time - Issue - Facts.... The entire report should have been 3 pages. Why talk endlessly about things the investigators considered deciding, if in the end they didn't decide that way? Makes no sense from a legal standpoint or from a findings standpoint.
