Ken Starr said this morning that they had Clinton on 5 or 6 positive obstruction of justice counts, 100 times stronger than the nebulous ones by Mueller, and they decided that they could never prove them. Especially the one where Clinton was caught coaching Betty Curry on exactly what to say.

Exactly. Only in this case, the Democrats needed a straw man to distract from the real crimes, which were perjury and obstruction of justice involving sexual harassment.
