There was another city that accepted Jews, before & during WWII, I think it was Harbin, but the Japanese occupation arrived they were forced to leave for Tianjin, Shanghai, and the British Mandate of Palestine

It was very fortunate for the Jews of Shanghai that the great and illustrious British Empire created Shanghai as an international place to which said Jews could escape.
