It is said that a rural areas don’t get decent broadband. I am not sure what the constraints are, but a lot of smaller CLECS receive assistance from the government to build out broadband. These are called Federal Universal Service Fund (FUSF) – P and they are a gamechanger for some smaller telecom companies. I have one in my portfolio where I am still adding that almost get their entire Capex funded by this.

These companies were almost dead (due customer Migration away from fixed phone ), but offering broadband gives them a new lease on life and now they are thriving.

A smart businessman could probably buy out a local network from a larger company, apply for Universal service funds and modernize the network and help the community and make decent coin doing this.
