That's a good distinction. One of the factors that often pops up with horror airlines like Garuda in Indonesia, Philippine Airlines, Thai Airlines, Malaysian Airlines or Air India, is the pilots they hire to fly the crashed jet have been previously fired by other airlines for incompetence. Often the pilots involved have also repeatedly failed simulator sessions. Not everyone is cut out for a particular job. But some airlines don't care.
