Jim, the article stated that Intel could save $20 per CPU by dumping their complex cartridge and using raw chips and standard fan /sinks like the rest of the industry on their to-be-redesigned mobos. To use >300MHz PIIs on older mobos, existing users will be able to buy an adaptor consisting of the existing Slot 1 cartridge with a socket inside for the raw CPU.

Unless, of course, Intel changes its mind again and starts shipping chips in packages called "Stick 1", "Oblong 2", etc. AMD's engineers just finished a Slot 1 form factor and now it is history. Talk about your moving target!
