I would just say "You don't short shares". Shorting is one of the few investments that has a potentially infinite loss. Definitely not for the faint of heart.

If you think a price is going to drop, buy puts.

As far as shorting shares that don't exist (i.e. naked shorting) it is illegal in the US, but it happens anyway.
