That's a lie; you will be taking it from Americans. It's a tax on consumers of Chinese products.

The thing is, China needs America (and the American market and the purchasing capacity of Americans) more than America needs China.

If America wants to purchase a wide variety of the cheaper products that it currently gets from China, there are NUMEROUS OTHER COUNTRIES IN THE WORLD, especially in the East, that it can get them from.
But China doesn't have an alternative to the size and purchasing capacity of the American market.
So, IMO, China will "blink first".

The American economy suffered under the likes of Obama because Obummer stood by while American Multinationals took advantage of several factors that they got from within China, such as cheap labour, but still quality labour, government subsidized industries, etc.., to get their products made in China, then export them back to America, and elsewhere, and sell them CHEAPER THAN IF THEY GOT THEM MADE IN AMERICA ITSELF.
An example in that regard is a Warren Buffett owned company, NEBRASKA FURNITURE MART, the largest home furnishing store in America, that gets furniture, of adequate quality, made in China, imported back to America and sells it a profit because it is cheaper to do it that way than to get it made in America itself.

As a result American industries have lost out, labour has lost out, the Mid-West has lost out, etc, etc...

So Donald Trump has come along and has said to China "NO MORE !! If you want to continue with trade between our two countries IT HAS TO BE RECIPROCAL TRADE. No more "one-way-traffic" "

So now you know why the millions of "forgotten Americans" will FILL UP TO OVERFLOWING ANY STADIUM THAT HE SPEAKS IN, and why the UNEMPLOYMENT RATE IS AT ITS LOWEST LEVEL EVER, EVEN AMONG AFRICAN AMERICANS AND HISPANICS who are "Supposed To Be Life Long Democrat Party Supporters" .....

I reckon the DemoCraps are IN FOR A VERY BIG SURPRISE IN 2020 !!!

And let's not forget that Donald Trump is not a fan of Tariffs. He's said so on numerous occasions in the past because, in theory, it is paid for by the consumer. What Donald Trump has ALWAYS AND OFTEN PUBLICLY STATED is that he just wants RECIPROCAL TRADE with other countries.

But OBVIOUSLY by imposing a tariff on an imported item it encourages local consumers/companies/industries to look for and find less expensive alternatives. That's how Capitalism works. AND THAT IS EXACTLY WHAT HAS BEEN HAPPENING IN AMERICA SINCE TRUMP PUT HIS FOOT DOWN WITH THE LIKES OF CHINA.

So now more and more products are being MADE IN AMERICA, BY AMERICANS, with all the national benefits that accrue from that.

And the more that happens, and the greater and greater the momentum becomes, the cheaper will those products become.

And because their costs of production have fallen, the more attractive many of those products will become in the International Markets.

And that will increase EXPORTS and America will then be earning more and more foreign exchange, and American companies and its citizens will pay more taxes because they will all be earning more.

And the Government will then have more REVENUE to spend on its own INFRASTRUCTURE, AND, AND, AND .......

Of course, Extreme Leftists can't see that because they have a "built in" problem with BASIC ECONOMICS AND SIMPLE MATHS, so all that they can think of doing is to come up with stupid arguments and equally stupid conclusions ........
