You should be more precise talking about a global problem. Beto (Beto who?) is only discussing the US emissions. He has no legal ability to impose his will, his plan, on China nor the other 7B people on the planet.

Or did I miss the part concerning how he would stop the African population from doubling several times?

Biden is the Democratic front runner. His plan is the plan that matters. I suspect it will be exactly like Obama's plan... ineffective.
