The IG doesn't have subpoena powers and doesn't investigate other agencies as well.

Seems you read J Yoo wrong.

John Yoo on Bill Barr’s Announcement: Democrats should be Quite Worried… AG Barr Must Think Something Criminal Happened (VIDEO)
86 The Gateway Pundit by Jim Hoft

Former Deputy Assistant US Attorney General in the Office of Legal Counsel John Yoo joined Laura Ingraham on The Ingraham Angle on Monday night.

Earlier tonight Attorney General Bill Barr assigned top special prosecutor John Durham to investigate the origins of the Russia probe.

John Durham, a US Attorney in Connecticut will examine the origins of Spygate according to a new report by The New York Times, citing two sources familiar with the matter.

John Yoo told Laura Democrats should be very worried tonight.

John Yoo: If I were the Democrats I would be quite worried. And the reason why is by appointing a US attorney Attorney General Barr is essentially signaling that he thinks it’s possible that criminal violations occurred in the start of the whole investigation into any kind of Trump-Russia collusion. As Judge Starr said there is already an inspector general investigation that’s been going on that’s going to come to a conclusion. That’s what you’d do if you were just interested in reforming… But you wouldn’t go with a US attorney like Durham or someone of his stature unless the Attorney General thinks actually something criminal might have happened.

Wasn't the DOJ IG doing that?

He can't put your dirty Dimm scumbags in jail. But you knew that. Now they can......AND WILL.
Alexander Downer Defends FBI Tipoff That Sparked Trump-Russia ..

Of course he is. Just like Baker and Comey and Brennan who are sweating bullets.

Nor can you freaks smear and slime John Durham who is non-partisan and worked for both parties previously. DUH! How stupid of me. You freaks are already smearing Mueller the Messiah. Your only hope is to delay past 5 years and some clowns will be able to escape justice.

OOPS!

Okay, this is significant. John Durham was already investigating James Baker in Oct 2018 for criminal leaks to the media. Barr just highlighted it yesterday. So he was originally appointed by the previous DOJ.

Daniel Levin was counselor to Baker who blocked him from answering questions by Jim Jordan and Mark Meadows because he was the subject of a leak investigation by Durham.

OH NO....NOT ANOTHER CONNECTION!

Supposedly Durham had to clean up the mess Mueller made in Boston.

Interestingly, Durham's path very likely crossed that of Very Special Counsel and Collusion Expert Robert Mueller:

From 1998 to 2008, Mr. Durham served as a Special Attorney for the District of Massachusetts and Head of the Justice Task Force, where he reviewed alleged criminal conduct by FBI personnel and other law enforcement corruption in Boston, led the prosecution of a former FBI Supervisory Special Agent and a former Massachusetts State Police Lieutenant, and handled direct appeals and related proceedings following convictions after trial.
This apparently refers to the case in which notorious Boston gangster Whitey Bulger conspired with FBI agent John Connolly to use the law enforcement agency against his enemies in organized crime.
