Yes, you have a progressive tax, it's just not progressive enough, and certainly not the most progressive in the world. Here's ours, for one example, probably not nearly the most progressive either (scroll down to Step B): canada.ca As for a welfare system, yes you have one, but it's rather niggardly, and R's are forever trying to cut it further.
