They would be small part of the plan - but even there, that was not really my point. A good strategy will apply equally to all nations. If Ireland could attract a ton of international investments and outsourcing due to its tax laws, Canada can form a similar strategy but for joint ventures. E.g. make the goods in Canada and/or with a 30% Canadian partnership and benefit from Free-Trade deals Canada has made while paying little in taxes.

I am broad brushing, and don't want to get into detailed policy details.
