To have access to apps in the Google store or an Android upgrade as a "Listed Entity" Huawei will need a special permit from the Commerce Department, which I assume they won't get.

The same goes for chips from Qualcomm and Intel.

Worse still, if they push it, Huawei's "affiliates" can't purchase chip fab machines from Applied Materials and their Dutch, Japanese and South Korean "Listed Entity" compliant competitors.

You could design all your own chips, but the hurdle gets much, much higher when you're suddenly making your own fab machinery.

Of course US negotiators also want transparency in government subsidies, but that would be an ongoing morass as it's unlikely even the Communist Party knows themselves how much they subsidize everything.

Winston, the serpentza South African on YouTube provided a great example of that. He and a friend made t-shirts in China to sell around the world to subscribers, but they discovered the shipping cost would exceed what they planned to charge.

But Chinese firms can ship with China Post for almost nothing. All of the China Post packages that fill a shipping container go onto a ship that day and arrive 4 to 6 weeks later in the US. Air Freight is more, but subsidized by the Chinese government.

The cost is currently $1,152.10 per 25,000 kilo capacity, or $0.046 cents per kilo. When the package arrives in the US, the US Postal Service charges a fraction of the normal rate to deliver the package.

Amazon’s Vice President of Global Policy Paul Misener points out:

The cost to ship a one-pound package from South Carolina to New York City costs almost $6; from Beijing to NYC: $3.66.” The reverse, sending the same one-pound package from New York City back to Beijing via USPS International Mail costs about $50.
