Lynas has a plan to move its controversial rare earth pre-processing from Malaysia back home to Australia, and to expand its cleaner downstream processing in Malaysia. Don't know if they'll produce each of the 17 elements, but the proposed US plant is targeting heavier elements than the Malaysia plant.

Lynas has Japanese financing, so it's a good bet this deal is structured around supply security rather than price. Note: Wiki says the game of Go reached Japan in the 7th century CE.
