This is a consortium of powerful companies hoping to gain momentum by lining up the telcos behind them. There are no contracts involved and some of the big players are standing on the sidelines: LU, TXN, and CSCO, to name a few --- waiting to see who does what. I guess consortiums are often formed to test the water. Like a bull moose doing its thing hoping a cow will bat her eyelashes. I think your assessment is pretty good for the time being. Time will sort it out. Pat
