The difference between stealing and studying is not discernible to a communist mind. . When the Chinese Communist Party terminates your land leases in Hong Kong decades early, this means they're studying your relationship to the Revolution. If a local communist cadre seizes your collection of gold coins without forwarding them to the Party, this is stealing. If he forward your gold coins to the Emperor or other Party Leadership this is studying.
