Where did you get the idea Mueller was responsible for making the determination of whether or not a crime was committed?

Former FBI Director Robert Mueller was assigned by Deputy Attorney General Rod Rosenstein to "oversee the previously-confirmed FBI investigation of Russian government efforts to influence the 2016 presidential election, and related matters."

Overseeing an investigation does not include the responsibility for determining guilt or innocence.

Any determinations of guilt or innocence will be made either in the courtroom or by our elected legislators.

Mueller determined crimes were committed. He jailed a number of people, and indicted many more.
