The utilities have to be at 50% renewable by 2030. If you count large hydro, the Big 3 can just about say, "We're already there", and do nothing for the next 11 years.
Then pull in the damned schedule, if you're so concerned about complacency. (Germany already did that, so no need to tell me "It can't be done.")

Or just realize that, even if you count large hydro (which you really should), getting to 50% renewable by 2030 is still a very hard goal to achieve. (Solar and wind in particular are very fickle sources of energy, so the challenge going forward is battery capacity, which currently is very expensive.)

By painting a false picture of where we are in terms of renewable energy, you destroy your own credibility, and you end up wasting resources. Nothing good comes out of fearmongering.
