Congress gets to ask him any question they want. For example, did a grand jury determine there wasn't a conspiracy? Did a grand jury decide if there was or was not obstruction of justice? In other words, did you decide this all by yourself and if you did, why didn't you use the power of a grand jury to subpoena testimony from Trump and others? You see, Mueller can't testify in public because he can't answer basic questions. He needs to hide behind closed doors and hope no one reads the transcript.
