I might be reading it wrong but I took it to be that he was directed to hold off on the FISA aspect, and did. There was something about Clinton emails(?) that was mentioned, leaving open the possibility that he did do some work on some thing. Huber and the former Attorney General Jeff Sessions, should be brought before a grand jury and investigated for their actions in obstructing justice.
