There are probably several reasons, some the woman's fault and some the government's fault.

Tell me why a woman in her 20s, working full time at a major US bank is dependent on government assistance? Probably because she chose to live in one of the most expensive cities in the world. My daughter also works in one of those cities and when she was paid like shit she lived at home. Why the hell is the government giving her any assistance? We still have nearly 40M people on food stamps at the height of a booming economy while that number was half the last time we peaked. It is way too easy to get government assistance.
